Beggar's Bazooka for Pyro

I think it should have the ability to work underwater, but have a slower shot speed when not in the water, and that the damage should be only -30%,

pros:
Mini-crits burning players
(can fire underwater)
+30% clip size (if that equals 3 shots)
+35% firing speed
+15% explosive vulnerability while active

cons:
-25% damage penalty
-15% reload speed
+30% fire damage vulnerability
-10% afterburn damage penalty

Update! I've updated the main post with little bits I liked from you guys suggestions! Thanks alot for them!

If we are going to build a pyro's beggar bazooka, do you intend to add the lack of accuracy? And will each shot of the bursts minicrit? Because if you would hit a player with all 3 shots, it would be and ignition and minicrits,so it could be very op.

I don't think it should be a beggar bazooka for Pyro...

Shoots Entire Clip in one Shot
-66% Reload Speed
Causes Projectiles to Self-Destruct when Hit

i think it should be a combo of flares and shotgun,in case a player doesnt know which to chose
(stats are modified from the flare gun,not the shotgun)
+Fires three flares in one shot,with a lack of accusary(beggars bazooka like)
+Flares dont follow gravity
+If a player get hit you all 3,the third will be igniting
+200 clip size
-50% reload speed
-No random crits
-No crits on burning enemies
-Fills enemy ubercharge on attack
Basically,3 flares and 1 ignite is going to be a devastating thing which could kill most of the classes,but no random crits and no crits on burning enemies (cuz it will be op),and if a pyro decides to kill a medic,to waste the possible full/50% full ubercharge so if medic sirvives it,it will fill hes ubercharge,which will make the pyros think twice before attacking enemy medics

Upon shooting, 3 flares are shot in the direction user is looking.
-60% less damage per flare
Destroys projectiles with a single shot
+40% projectile vulneribility
