Balance talk :
This makes the weapon great at unloading a quick high DPS at any range but means you have to reload sooner for longer. This means you can get a spy to 5hp with all shots making it nearly great at spy-checking because when combined with shots from any other source, it call kill them easily. Other classes would now slightly fear an engineer more in 1v1 combat. The downsides being that if you reload with anyone nearby, you are practically dead. A 2s reload is easily enough time for a Scout/Soldier/Pyro/Heavy/Demoknight/Mini-sentry to kill you 99% of the time; anyone else 80% of the time. And the no crits means that your won't suddenly get 60 damage shots coming out and killing that heavy spinning his minigun. The removal of damage range reduction is a bit of a trick. It should be used to soften things up for a Sentry/Melee/Shotgun-Blast/Other Class; not a replacement of those.

-reloads each shell one at a time and reloads slower
Would be a fast firing shotgun pistol, but if you miss you need to spend a few seconds reloading.

Pretty big negatives for a pretty big positive. Seeing as at point blank damage would max out per shot at about 86, however shooting four rounds at once with the pistol means not very accurate compared to stock...
