In general, most order factions receive a -1 penalty to army limit (always a minimum of 1 army available though). For many major factions this will be removed, leaving only minor factions with the penalty. The notable exceptions to this is Dwarfs and High Elves, who always seem to do well (in my campaigns at least) with the -1 penalty applied.
