i *Think* it's a reference to the G.E.P. gun from deus ex 1.

To explain: the name is a pun referring both to the Deus Ex series' G.E.P. Gun, as well as the word 'goop', which is phonetically how you could say G.Ü.P.

Its
Growing
Übercharge
Power

I wouldn't be surprised if this thing firing speed and damaged would increase with Übercharge

The projectiles actually reminded me more of the GES Gun or "GES Bio Rifle" from UT:

GrokMonkey is right about the name. the weapon itself was somewhat inspired from the biorifle in ut2k4 as selageth noted.

I think it'd be fun to have an alt-fire similar to the UT weapon, but it wouldn't fit the medic very well.

Well, it's more "Gerp". At least if you're speaking German.
