Report a translation problem
You are the first one to report that it is not working. It might be that you did not give the game enough time to load all of the mods before starting it. Or it might be a conflict with another mod you are using that others are not. Did you try moving drop_skulls_sp0ckrates.esm to the bottom of the load order? Let me know if you need help doing that, or if that did not work.
1. Wait till the Skyrim splash screen says all mods have finished loading
2. If that does not work, try putting this mod last in the load order.

I know there is a well-known bug in the Skyrim game, itself where dragons sometimes do not give up souls. But this should not happen with every dragon. Is it all dragons that do not give up souls, or just some?
If it is all dragons, it might be another mod. Some mods may be scripted to make changes after so many game days or weeks, or after completing some quest. To fix it, you might have to select Data and uncheck every mod before starting the game, and then load a save before the time a dragon last gave up a soul. (Loading a save before the issue happened is often required to fix it.)
Then again, it might not be a mod at all, which is the cause. I remember one of my own plays through the game months ago. I noticed that dragons stopped appearing. When I went to the dragon lairs, there were mages, skelletions, trolls, but no dragons. I fixed it this way: I disabled all mods, loaded previous saves, and fast-traveled to a dragon lair to see if the dragon was there. I had to load several saves until I found the cause. It turns out that entering and leaving the Skooma den outside of Riften somehow caused it.
So I loaded all of the mods, entered the Skooma den, left the den and fast traveled to the dragon lair, and the dragon was still there. I then loaded the save, cleared out the Skooma den and fast traveled to the dragon lair, and it was still there. The rest of the game, I had no problems with disappearing dragons. And I did not have to unsubscribe to any mods. It must have been a bug in the Skyrim game.
