I have items that I cant use after uninstalling

So what happend, I had a problem that Steam wont open and the only way to fix it was uinstalling it completly and I did, so all my games were gone from desktop even TF2, so the problem in TF2 that I still have my items in my inventory but not in the game... So whats the soulution?
