Adding mod features
So I got a report of a pop jobs bug earlier this week and to be honest I only know one way to fix it. But I do what is causing it, the ai is being told to basically keep it's resources out of the red as well as in some cases produce surplus. The only problem is that if the ai already has a surplus of resources and a ♥♥♥♥ ton of unemployed well then what is the ai going to do with those unemployed if it's resources are fine. I am thinking about going in and changing the way pop growth occurs in order to fix said bug so that if anyone has too many employed pops (let's say 4) that planet will stop growing. However if anyone else has some good ideas or if y'all think this is a good idea let me know.

You could add a decision for the AI to expel the excess unemployed pop to the lowest pop civilizations or to a genocidal civilization, or make troop carriers use up more pop as the game progresses.
