First, let's get the basic checklist of fixes out of the way. This is in my personally recommended order of steps, but the order should not really matter, as each is a seperate fix. Also, "Boot up Cortex Command" is implied after every potential fix.
- Unsubscribe and resubscribe to Void Wanderers.
- Wait a few hours after subscribing.
- Verify integrity of game cache.
- Restart Steam.
- Restart your computer.

If none of these works/worked, another potential solution is to change your download region temporarily. Sometimes Steam has this odd glitch where a download for a Worskshop item will not start, and changing the download region until it is finished seems to get it started for some people.

If you're really desperate, you could try reinstalling the game or even reinstalling Steam, but this should be a true last resort.
