Grappling Hook

It's a "neutral" faction tool.
It's pretty much essential for heavy units that can't fly on places where flying is needed. You can't fly with it but you can at least "climb" those damn mountains.
Is it obtainable at all in the VW game?

Apparently it wasn't added to the mod after it was added in the game.
