His moves definitely feel good in terms of speed, but I feel like he could do with more kill power. Fair and up-smash are his best kill options (that I've found) and even then, they tend to be hard to hit and don't kill till high percents (130-150%). Scott definitely would benefit from some extra damage/kill power. Otherwise, I'd say he's fine.

Yeah, the thing is he's balanced to older WS characters, and back then it was kind of common to make WS characters way less op.
