There's already an option to use Strategic Regions instead of States, if States are too much for you.

Using Lv1 formables would be a bit problematic, there are quite a few overlaps with the formables (and several states without a Lv1 formable, jumping directly to Lv2, even Lv3) and it wouldn't be as easy to implement as Strategic Region one was.

I have idea. How would you like to change the race from griffons to ponies in Manetua and unite Aquelia for ponies? Indeed, from the geographical side, Manetua is closer to Mareland and from the historical side, ponies live there. So?
