[Suggestion] slower stamina/oxygen re-gen / points lost per tick editor

I want my stamina to have a recovery time of 0 but to still lose stamina while sprinting. ether a way to make the recovery amount a decimal (0.5, 0.3, etc.) or a way to change the points lost per tick a bigger number would be fantastic.
