Though you will have to adjust/add to the building assignments accordingly to be able to recruit them in campaign.
e.g. to make Goliath available to Sparta, you need to assign him "greek_military_heavy_2" etc. as before then change his "military_group" to sparta.
He should then be recruitable like the other Spartan heroes. (or whoever with whoever).
Custom battle permissions are completely separate and have no bearing either way on campaign availability, you can find them under:

Just switch around one of the entries under "faction" or create a new one if you don't want to loose one of the existing assignments.
I'll leave this guide up as it might still be useful for people who want to learn how to edit mods, but it should no longer be needed.
