Step 1~ Turn on power: Head outside the building, and activate the power.

Step 2~ Start the intel step by shooting a small bag in a pickup truck next to Vulture aid. Wait a round or so, and small stacks of "soaking wet" paper labeled 'intel' will appear. Collect all of these.

Step 3~ Go to the chalk board inside the warehouse, and pin everything onto the board. You will know when you've collected all of the intel if you are able to do this. Once the board has been filled, hold F on it to finalize. This will cause it to turn to have a smiley face.

Step 4~ Get the chalk. A red piece of chalk will now spawn on top of some oil barrels next to PAP. Collect it. Inside the ware house, on the shipping container next to widows wine, there will be a question mark. Interact with it, and it will become a Wunderwaffe wallbuy for 10K points.

Step 5~ Buy the Wunderwaffe, and PAP it.

Step 6~ Return inside the warehouse, and shoot all of the clocks around it. This will cause the screen to go white, and a time skip to occur.

Step 7~ There will be another question mark on a fuel tank truck next to Vigor Rush. Interacting with it will draw a Ray gun wall buy for 10K. Buy this, and PAP it.

Step 8~ Next to Mulekick and Vulture aid, there will be a red cargo container with a giant glowing X. Shoot the X with the PAP'd RayGun. this will open the container.

Step 9~ Fill the point deposit inside (50K)

Step 10~ Reap your rewards. After filling the 50K, collect your Perkaholic. This will then conclude the main EE as far as I am aware.
