Turns out it's Unicron. He's just been chilling in the Chohar system, not moving, since about year 2300.
Here's my First Contact bug, as you can see I've got about 6 "updates" where the game just spits back the original text back at me every time my Envoys make a breakthrough:

So this mod is *technically* 3.0-compatible in the sense that it doesn't crash the game, but it's *not* 3.0-compatible in the sense that it doesn't have any text for First Contact scenarios.
(The "Unicron doesn't do anything" bug seems to be a recurring thing you're aware of, but I mentioned it because it's what clued me in that this First Contact wasn't with a normal empire.)

No, that bug probably came back again. Thanks for letting me know. Does it happen when Unicron first spawns in or when he returns in the late game after his first defeat?

I don't know why but it can happen sometimes. How long has he stayed there? It can be random, but it can take him either less than a few months or a couple of years to start moving. The only advice I can offer you is to go to a previous save before he spawns to see if he starts moving or you could console command him in. I think it was called unicron_event.1.
I appreciate the report, but I'm still looking for a solution but I can't seem to nail it down on a consistent basis. Most of the time, Unicron works as intended, but there are times that he stays in one system and refuses to move.
Could you give me some more information? Does Unicron move around and then becomes stationary during the End of the Cycle event or does he spawn and stays in one system at the start of the event?
Also, do you know what planet Unicron was orbiting when you noticed he was stationary? That might give me a clue.
A stationary Unicron does happen from time to time, but that's been a minor thing, however what happened now was something quite different.
It was the first time he respawned, and as I engaged him with my fleets, totally nearly 750K in power, I was prepared for a costly fight, just not this badly.
I watch as his shields go down, then his armour, both taking quite some time which is acceptable for a boss, but then when I get to his hull, it just doesn't move, not one bit.
At that point, I had lost about a third of my fleets, but with his hull not taking any damage, he chewed up the rest of them in short order, reducing my naval size from 1100 to 32.
And at some point during that slaughter, his armour began regenerating far faster than I had ever dealt damage to him, despite still being under heavy fire. By the time I got the damage report, Unicron was back at 100%.
Not that I'd expect a fair fight from the Chaos Bringer, but this was a bit too much even for him.
Thanks for the feedback. Balancing is still a WIP for me to get right with Unicron. I may have to cut back on his hull regen to make it less lopsided. I'll be sure to include this in the next update soon.
Well, something has changed at least.
Started a new game as standard humans to try out the new features in the latest DLC, Galactic Paragons, and found Unicron again.
Had combined fleets of about 300K to 400K, give or take, though this time I had specifically set up my ships with as much missle based weapons as possible, as they ingore shields, 100% Shield Penetration, thinking that I could deal with Unicron's first instance if I pretty didn't have to take down his shields.
That wasn't the case.
I managed to get his shields down to roughly 30%, but his armor was completely untouched.
Some more tweaking might be required.
