They are definitely adding this, as there is no reason why they shouldn't add these custom models and the Missing kill Icons pack.

If we want to increase the chances of the TF team adding this, we go around asking Halloween map packers on the workshop to pack these models into their map. After all, candy HP, Pumpkin bombs, crumpkins, ghosts, and even the Horseless Headless Horseman are all community creations.
