The Tactician allows real time control of a fleet during combat (although not of individual ships). The fleet will move in formation to where you tell it to go and stay there until the next order. They will not move at all on their own. One big advantage is that you can jump out of the system and escape combat without using the emergency FTL. Let me know if you need/want more info.
