So in the beginning year I changed a policy relating to citizen readiness or something like that (I think it was next to the draft policy)
Eventually I do the stuff for the second tier of military planning where you go ahead and test stuff on planets, and I submit the one final paper bit and waited the time for completion, but the completion pop up never came up. It says in the tracker that 1/1 papers submitted, but it didn't work.
Not only that but the policy I could change before was now locked and says it needs the second tier of military planning.
I think maybe because I changed it in the early years it messed up the completion, I dunno though
The army experience special projects, once submitted, have a delay of about half a year until they dispense the associated tech. I think based on your description your referencing the civilian military training policy and that one only becomes active for you to freely change once you officially receive the second tier technology. wait a year or so and the event will eventually give you the next tier tech and if after that time it still has not given it to you then you can use the console and use the "research_technology tech_war_exp2" command (no " 's) to force the game to give it to you manually. And the fact that you are able to change it at the game start seems to be a bug with how Stellaris loads policies since after selecting it realizes that you can't.
