the npcs are invisiable

Couldn't tell you anything aside from try to reinstall the addon and see if the problem would still be there.
ive tried that 15 times and still were invisiable

besides that, I think there is a bug. I don't have ANY addon that changes the npcs relationship except the anti-friendly fire addon that is required for this addon. One time, after a large battle, the last standing russian soldier wasn't being shot from its enemy. Like if I put the enemy right in front of the russian soldier, the enemy wouldn't do anything and just lets the russian soldier kill him.
it doesn't just happen for a russian soldier that was an example
sometimes, they would just team up with each other.

For your issue, I don't have anything to provide to that. It's very unlikely that it's from my code, maybe VJ Base itself broke down that one time.

also, anti-tank SNPCs would have to blow up somebody twice to kill them
and grenades only deal 40 damage

It's balanced that way. Their damage is radius based so if the targets were far away enough they wouldn't take as much damage to get killed in one shot.

Not sure if this is a general VJ base problem, but Anti-Tank SNPCs can't seem to damage air vehicles like the Combine Gunship or the Hunter Chopper. Is there a fix to this or is this a permanent VJ base problem?
