Bug: Some Commanders don't apply Formations

I think there's a bug where some Commanders don't provide formations when commanding, for example: Lady Bian and Cao Pi.

I've just started a new campaign with no overhaul mods installed and this bug is still there. Some commanders get formations but others don't.
