As for the silhouette and meme, no one cares. It's a Halloween cosmetic as it is, and people actually like to have fun. No reason to spit on people for putting in the effort to model stuff like this because people will enjoy it.

Since Engineer's will hang by their buildings, and be managing them, you'll typically have a clear idea of what team they are on. Throw general spychecking into the mix and it's a bit less of a problem, but not nonexistent. The problems this cosmetic brings are easily fixable with a splash of team coloration in some way, but it fits the hitbox and is restricted like most Halloween cosmetics. I do not think it should be completely ignored because some people do not like the ha-ha funny cosmetics in TEAM FORTRESS 2.
Also can't you just disable cosmetics, or have cosmetics disabled in ranked, etc? It's barely an issue in regards to casual as it is, and in competitive it'd be basically nonexistent. Even if you could, this cosmetic gives people more confidence in hitting you.
