Resource type has no drops

i don't know why but the Resource type are not dropping any item, no set pieces, no charms and medallion and no weapons. Can anyone help me ?

cause:

on a server: the servers itself language is not set to english (client language dont matters)
on singleplayer: the client is not set to english language
