Is the Master of War Flourish bugged?

Sorry if this is the wrong place for this, but is it intentional that the Master of War Flourish always gives only 1 Dread to enemies without a panic meter regardless of how many stacks of Presence remain going into your next turn

Yes, that's the intended limitation of Presence. It's most effective on enemies with Panic meters and only has very limited effectiveness on enemies who don't.
