Unfortunately this doesn't seem to be the case, lots of cultures with existing heritages don't seem to have the correct Art innovations available. Without CE enabled it works fine.
Regarding your other message though, it's probably some other requirement. I intend to make the Art Styles system much simpler and smoother in this next update though, so it should take care of that.
- Shouldn't Bretons have carolingian and other western artstyles rather then insular one? They are after all rather separated from other Celts.
- Because of their nestorian religion Yuyghurs and other steppe people have access to byznatine art. Same for Khazars. I think there should be limitations for tribal folks to not get certain architectonic styles.
- Similar case for muslim steppe people like Bashkir. They have access to muslim arts without being settled.
- Radhanites from Azov region have access to Ethiopian artsyle, I think it should be somehow limited to Africa region for israelite cultures
- I am unsure if this was planned or not, but non-buddhist Tibetan people don't have access to Tibetan artstyle and instead get steppe one
- I was also curious if architectonic styles should not be known innovations on game start? Say Byzantines not having Byzantine art. If not, then perhaps there could be RICE styled way to just give them appropriate innovations on start of the game
Hi @MsL229, thanks for the feedback (and for being the only one in months to actually use the proper channel of discussion haha)!
The answer I'm afraid is simply that, while setting up Art Styles for the mod, I needed a "fit-all" system to not cause balance and compatibility issues. What I came up with is, essentially, restricting styles to heritages (which is why Bretons have Insular Art), religious families (which is why Pagan Tibetan people do not have Tibetan Art) and nothing else.
You can probably see all of this most aptly in 867 in the Balkans, which are a mixture of four different Aesthetic Traditions.
Most of the awkwardness you pointed out will eventually be fixed by introducing new, different Art Styles for specific heritages or religious families, such as one specifically for Jewish people or for the Eastern Christians of the Steppe.
I assure you I am aware of the weirdness and I'm working on fixes, I just needed a simple system to build everything on.
Regarding the overall "Tribal/Nomad problem" I am currently of the idea that they should not be forced out of certain Art Styles due to their government. There was nothing stopping any tribal people from creating artworks as stunning as those from any other culture.
I will eventually add Art Styles specifically for non-Pagan Steppe people though, this is certain.
Finally, I hear you in the fact that Art Styles are always unknown at game start. I am currently working on a solution that fits the general philosophy behind this mod.

Regarding innovations- CybrKhan, creator of Regional Immersion and Cultural Enrichment uses a compatibility friendly way for appropriate cultures to get his innovations at start of the game, so that could always be an option though I understand if you would rather develop a different way. And as of other stuff I fully understand how it can be with weirdness and compatibility limitations. Had to do some code gymnastics myslef to make certain things work in my personal mod project and it still is prone to issues related to stuff like date or map changes.
And I was not insinuating that non-settled people could not make beautiful art, God forbid, apology if it sounded like that, was just wondering I guess if they could maintain buildings added through the artstyles if they were not settled in place.
