Issue with the mod:
So I have come across 2 issues:

1. The recipes are not unlocked by default for the modded race (Draconis) I am playing, and thus are unattainable.

2. When giving myself Admin, I noticed that the Tethers actually do not render when the mod is on its own. I have since installed Themed Pet Tethers, seeing as I noticed you had some of their recipes on the screenshot, and now they appear fine.
So on that note, you should really list Themed Pet Tethers as a required mod.

I have made them (hopefully) available by default to all races. Let me know if you still can't access them.

I still have no idea why it was only working alongside Themed Pet Tethers, but I enlisted my partner and we've made sure it now works (on our end, at least) without any other mod needing to be installed.

Thank you so much for letting me know of the issue. Nobody else bothered and that really frustrates me because I could have fixed it so much sooner!
