It is a bit confusing, I know.. I think I'll clarify this in the task description.
I have my train set to pick up only prospectors & dynamite, at full load (any).
When I check the camp, it shows transport from import at around 22%
I had taken care of Soapy Smith around the beginning May of '89, but I don't think that has anything to do with it. Currently Jan of '99.

The problem was that for some reason the AI ships prefered other cargo types (food, tools, ..) over dynamite. After deleting all your truck lines, the AI ships would transport dynamite.
I've updated the mission mod (maybe you need to unsubscribe and subscribe again to get the update right away). The AI ships now have a dedicated dynamite compartment, so that dynamite can always be shipped and does not have to compete with other cargo types.

During second playthrough, he just appeared with a ! sign at Skaguay (I guess, as intended).
