Just enable AI Thinking. That will fix it.

the thing is different when they want to make an animation like sit down for example a guy talking about ahem then he gets up in a t pose like G-men saying not to touch his suitcase only these animations they get up in a t pose and it's not about games and clearing the map and the ai is turned on and ignoring players is also turned off

For me I found the issue being the CCS Content pack
idk why but its somehow overriding the animations used for the laying down against the wall and also the sitting down on a bench

the only way to realy fix this is to keep only the materials
AKA Textures, whoever that would full on defeat the reason for having the CCS Contents >:/

did some more testing, it's the gestures within the humans folder which is found in the models folder.
seems that the animations for the main animations have the same name tag and therefore breaks the animation script causing them to T-Pose
