To switch ideology away from democratic, you need to cause the Nygaardsvold Coalition to collapse. This can be done either by losing the loyalty of the Labour party, or making two other parties hostile.

The easiest way to accomplish this is to make labour disloyal by using the "Give Concessions" decisions to deliberately tank party loyalty. To do this you can do the following:

1. even though it sounds weird, start the democratic tree. It does not block you from changing, and unlocks the decision to influence the other parties. "The Labour Coalition" unlocks the decisions, and "The State of the Economy" can be taken to give you the political power to use them.

2. You can easily tank the loyalty of the labour party by giving concessions to the conservative party.

3.When the Conservative party is at maximum loyalty, give some concessions to the liberal party to bring the Conservative loyalty back down

4. Give more concessions to the Conservatives until labour are hostile and the "imminent collapse" timer starts.

5.While your doing this, you can start doing other focuses, such as army or industry focuses, just don't pick anything that makes labour happy

6.After the "Imminent Collapse" timer runs out, you will get an event called "The Motion of no Confidence" which will replace your country leader with an empty Sorting

7.A couple of days later, you will get the "[Whatever year it is] Crisis Election". Choosing the "This is Terrible!" option will complete the "Democratic Deadlock" focus, and allow you to change your ideology.

Choosing "We must make a crisis accord" option will keep you democratic, albeit with a different leader this time around, who will appear in a few days.
