Fixing problems with fresh reload of a Mod or Mods
Solution: Make a backup of a "Documents\Paradox Interactive\Stellaris" folder, then delete everything inside except "settings.txt", "launcher-v2.sqlite", and "save games" folder

IF all else fails then :

Try deleting "launcher-v2.sqlite" file from your "Documents/Paradox Interactive/Stellaris/" folder.
