Out of range
The naval range is only 20.000km for every ship I cannot naval invade some planets is this normal?

You probably have the Ruusan naval restrictions.

@NAZWodkamelone yes if you are the republic specifically you can push a law through semi quickly after you do enough focuses look through your tree. Ill just post a link to a video on how to do it give me a minute to make it.
