Framework crash as Hapans
Because of multiple reports of a framework crash as Hapes when starting a new GC, I would like to ask the people that have this issue to report as many details as possible here.
I'm not able to reproduce the issue on my end.

Infos I need:
- GC
- era
- what exactly does not work
- anything you feel could be important

Large GC Full Galaxy
Era 1
after capturing two or more planets in the Unknown Regions that are either neutral or Chiss, the game will crash. Playing as EH.
