+15% Damage against wet/coated enemies
On hit: Weapon coats enemies in radioactive goo which causes bleed for 4 seconds

I love weapons that have caustic debuffs. Gimme some bleed/drain effects :cozybethesda:

Here are my stats;

[+] On hit: Causes "radiation" effect on enemies, radiation causes health to drain 4 per second for 3-4 seconds. Radiation spreads on contact with enemies' teammates, teammates have the duration for the amount of time remaining on the original recipient.

[-] -34% Clip size (4 shots)
[-] -20-30% Damage

Tell me if you think it's OP.

add in a "may cause bleed if you miss your target" and it might get in.

Not agains't the idea of bleeding hitscan weapons, but rewarding you for hitting someone for having an effect that's applied after you hit someone once is kinda bad...
On hit: inflict radiation poisoning (same as bleed but does not go away with time)
50% of damage dealt is restored as health
+50% bullets per shot
-75% damage penalty
-5 health per second while active

Since you all basically agree on a new effect, I think it should be a poison effect (not 'radiation' because there are other workshop weapons that aren't radioactive that could use this effect), which would be similar to bleed, but with some key differences. There would be a few seconds between damage, but it would deal a tiny bit more (maybe dealing 6 damage per 3 seconds, something like that.) and would not go away with time. It can only go away via resupply locker, or death. My idea would that it would never be an immediate danger unless you are low, but it generally isn't smart to go into battle while you have it, so you would either retreat back to spawn, costing you time, or be forced to play much less aggressively. So this weapon can maybe be a gun not for damage, but for widespread punishing (i.e. shooting it into a push would give some people this effect, weakening a push but not able to fully stop it from happening.)
Using this, I think I can come up with some interesting stats for my previous idea on how it would work.

Positives:
Inflict poison on hit (up to a certain range, but it'd be decently far off)

Negatives:
Deals much less damage, but not enough to make it entirely useless in combat
Has a slower firing speed
Fires only 3 shells per shot to avoid giving an entire team the effect if they are grouped up
Lower clip size because... well ♥♥♥♥ you cry about it
(Obviously these stats aren't perfect, but they are just to give a general idea on how it would work)

There is a lot of negatives, but that is just to hammer home the fact that you shouldn't try to be very aggresive with this, it is meant to be a weapon you use either to ward off people on defense, or to harass people or to make a push easier by making people have to run back to spawn on offense. I am sure someone will find a way to make it an aggressive weapon, but that is just the TF2 community.

Edit: honestly I don't love this concept as much as I did while writing it because although I still think it's a neat idea it just wouldn't work that well with how TF2 is designed. Maybe make the poison go away with time (but still after a while, like 30 or so seconds), and then for the actual gun make the poison shots need to be charged up, and then give you a clips worth of them. I dunno.

Also, maybe not give it to pyro because I feel like being able to easily give someone both afterburn and a the poison effect sounds like a combo from hell made specifically to make player cry. Like it could still happen, but not commonly.
