+15% Damage against wet/coated enemies
On hit: Weapon coats enemies in radioactive goo which causes bleed for 4 seconds
I love weapons that have caustic debuffs. Gimme some bleed/drain effects
[+] On hit: Causes "radiation" effect on enemies, radiation causes health to drain 4 per second for 3-4 seconds. Radiation spreads on contact with enemies' teammates, teammates have the duration for the amount of time remaining on the original recipient.
[-] -34% Clip size (4 shots)
[-] -20-30% Damage

add in a "may cause bleed if you miss your target" and it might get in.
50% of damage dealt is restored as health
+50% bullets per shot
-75% damage penalty
-5 health per second while active
Using this, I think I can come up with some interesting stats for my previous idea on how it would work.
Positives:
Inflict poison on hit (up to a certain range, but it'd be decently far off)
Negatives:
Deals much less damage, but not enough to make it entirely useless in combat
Has a slower firing speed
Fires only 3 shells per shot to avoid giving an entire team the effect if they are grouped up
Lower clip size because... well ♥♥♥♥ you cry about it
(Obviously these stats aren't perfect, but they are just to give a general idea on how it would work)
There is a lot of negatives, but that is just to hammer home the fact that you shouldn't try to be very aggresive with this, it is meant to be a weapon you use either to ward off people on defense, or to harass people or to make a push easier by making people have to run back to spawn on offense. I am sure someone will find a way to make it an aggressive weapon, but that is just the TF2 community.
Edit: honestly I don't love this concept as much as I did while writing it because although I still think it's a neat idea it just wouldn't work that well with how TF2 is designed. Maybe make the poison go away with time (but still after a while, like 30 or so seconds), and then for the actual gun make the poison shots need to be charged up, and then give you a clips worth of them. I dunno.
