Drills are "Temperamental"
The drills dot like to work, I'm using the static drill and I have like 2MW's of power. I dont know why tho why they just dont like to work. I'm also on a server. Oh, and its extracting stone.

This mod works great for me
Underground deposits are mined on the planets. Boulders on the surface could not be extracted - but I did not try very hard.
In space, mining is also carried out on asteroids, no worse than on earth.
Drills are very noisy, I downloaded noise reduction (in discussions), and also used the advice of Uzar a little lower, to reduce the parameter <Volume></Volume>, then it became acceptable
Sometimes the drill does not determine the ore under itself, it helps to shift it higher / lower by one block. The base of the drill must be in the voxels of the earth/ore. I mined 30m from the ore
The drill does not turn off when the storage is full
The smallest drill, when there is a lack of energy, reproduces an eerie, loud sound. Removing the drill sometimes helps.
When the drills are turned off, they still make noise.
Drills differ in the level of production, but not significantly. If you add efficiency or speed modules, the production increases very significantly.
They say that energy modules are not efficient.
There is information that drills cannot be placed closer than 50m from each other, but I did not have such a need, I did not check. If closer, it seems to be falling production.
My drills perfectly put resources into containers/convoys, immediately sent ore for processing and ice to generators.
You can edit the mod files to extract resources under the ice, there is a mention in the commentaries below. I haven't tried

i placed my drills next to each other and they work just fine

My testing on the periorbital start:
-None of the asteroids within the immediate vicinity you could use these to mine.
-It does cause a small space within the building to be mined/deformed regardless if it actually extracts anything.
-Farther out with large asteroids I could.
-Red marker BEFORE starting the drill means nothing as far as the viability of the drilling location (ie placing batteries may not be a good idea if you are testing a site & placement viability).

Speculation: Needs a decent chunk of uninterrupted material to mine through. It MAY be mining and sampling from 30m BUT has to be placed within the material so it can trigger the '0 range drill within the building' is contacting something.
