Also a mechanic where you could drop ammo packs in a similar way as sandviches would be pretty cool. It's like the Battallion's Backup for Hooby, you switch offensive secondary to defensive one.
EDIT: After seeing Sting's comment i changed my mind about the higher walkspeed penalty.
also it can be used in secondary slot and be held out to place it should also be able to let the heavy using it and people around it be healed (at half the speed of a lvl 1 dispenser) also the speed of healing and speed and size of ammo it gives out should be an upgrade im mvm also the regeneration speed should be upgradeable also if it is on heavys back it can be sapped aswell still thinking on more ideas pls comment if u like it
That would be a decent advantage, allowing the Heavy to shoot for a much longer ammount of time, and the negative to balance it out would simply be the lack of the secondary item.
I like your thinking.
It has a knockback rage meter that builds up by doing damage. When full, the Heavy can activate the rage like in MvM to give his bullets increased knockback.
It's simple, but it has utility and it also makes the Huo-Long Heater more viable on non-payload maps.
