The Holy Nation base is to the south east of World's End, in the forest leading up to the mountain border with the United Cities.

Claiming minor locations is possible through integration of Unique Settlement Placements ( I have permission to use it), so to claim any minor location simply trigger the worldstate for its nearest town. Any issues related to worldstates or anything else goes in bug reports and feedback, I am a new modder but I will do my best!
