Even if I'm completely exhausted, tapping shift allows me to do a moderate jog again.

Also, using the scroll wheel, I can push faster than a normal walk even if exhausted. Seems like if you're out of stamina you should be limited to 100% walk speed.

If this cannot be fixed, can we at least have a way to limit max 'adjustable walk speed' to 100% only?

I do like the ability to be stealthier than 100% (normal) walk speed and not having to hold the ctrl button to even do 100% walk. I am agnostic about the ability to walk faster than 100% and slower than a lite jog when I have a lot of reserve stamina still.
