What i want to know is how to make it to where they don't just spawn in the map and will only spawn with commands

Rodan spawns in volcanic areas and i believe is a knockout, it is highly aggressive and fast so be careful! It can do i wing clap and eats normal food due to no special taming foods for it, when tamed it is a powerful creature in your arsenal

Actually, to tame rodan you have to shoot him with fire non-stop. I recommend knocking him out first because it will made the process easier. I suggest maybe get a mod for a better flamethrower since the ark one will take a long time. Happy Rodan Taming!
