I think you should make an "away from court" (or something like that) trait that ruling characters get when they leave their capital or are a part of their leiges council, making them need a regent, meaning you wouldn't be able to be ruling Rome whilst leading an army in Genoa or at court/on a mission.

i was looking into it but it seems there is no way to set a regent while you are leading an army. In command line and regent lines are incompatible.

part of their leiges council - that doesnt trigger a regency. It only adds hidden abroad flag. I just updated mod with that flag, tho it will just exclude you from some events...
