I suggest the following:
+Can be built on walls and ceilling
+Fires in every direction
-50% damage voun.
-15% range.
-15% slower firing speed.
+ Sticks to surface
+ Smaller than standard sentry (lvl 1 is mini-sentry sized and the hit box is only that bit)
Cons:
- immovable
- Only upgrades to lvl 2 (wich would be smaller than a lvl 2 regular, but probably larger than a regular lvl 1 - this increases the hit box)
and is then attached to a Cc weapon like the mini-sentry is (depriving the engineer of other usefull wrenches) is pretty balanced, considering that putting it in harder to reach places like the ceiling make it harder to upgrade and repair, but also harder to reach to sap and that the fact that it will no longer be a physical obstruction (which does matter- trying to sneak past a sentry nest as a cloaked spy becomes a bit easier) if it's on the ceiling.
Edit: Actually faster turn speed would be useful so maybe also:
+ faster turn speed
- 10% less sentry health
stats:

+on level three, it fires a slowish projectile that does 150 damage in a AoE
