I think this is balanced in my opinion
The downside of reduced capture rate and speed and a petty damage down is nothing compared to the damage per second it offers. The 12 shots and fire rate easily makes up for the -20% damage in almost every way except for single shots. The capture rate down can be ignored by playing arena or capture the flag where you don't need capture rates. The speed down is interesting because it is an actual downside that can't be ignored by the massive upsides as it makes scooting painful But scooting around with a shotgun is what scouts do... I don't know man, it could be interesting with some proper downsides.

Good point but some classes,such as the pyro, even though they are on the offenssive (not sure if i spelled it right) act more like a defensive class and the scout can be a good candidate for being a deffensive class but idk valve doesnt even se the community made stats and come up with their own :P
