Hello, I had a bug recently that I traced back to here. Setting a game to have a max tree limit available will eventually cause this error to occur, just not until near metropolis unlock. At around 75,000 people. My save had 1.6 million active trees. I'm posting this here by the off chance someone else may see this who could be having this problem. Just lower the tree capacity to around 2.5 million.
