I got a solution! So, first you have to go into your garrysmod folder. Then search in the search-box for "blood". Delete all blood files which arent addons. Examples: blood_impact, blood, antilon_blood, antilon_particel_blood, etc.

After this, go to steam, do a right click on Gmod, go to properties, go to local data and click on "verify Integrity of game files". After that step, start gmod and type in the console:

r_maxmodeldecal 4060
r_decals 4060

This fixed it for me! I hope it does fix it for you too!
