Something with a judicial branch like a court. Going from basic court to appellate and church courts and then to royal courts. This would likely provide control growth, prestige, renown and maybe popular opinion growth.

Thank you for the great idea. I'll work on it now.

Hey, I don't know if you're still working on this mod, or if it's on hiatus until RC or whatever, but would you be willing to consider tying the "Thing" line of buildings for norse/scandinavian characters to culture, rather than religion or government type? Historically, scandinavian countries like Sweden, Norway, Denmark, and Iceland all continued to hold Things, in various forms, throughout the Middle Ages, and it would be cool if that were represented in your mod via the ability to keep the Things even after converting away from paganism or feudalizing. Thanks for all the great work!

First, I am sorry for late comment. What you said will be add. In the near future update, 'All-Things' innovation will be required as a condition for 'Thing'

After the Royal Court, where major change in the culture are scheduled, I have to think about how to change, but 'Thing' will demand the best expression of North identity of 'Thing'

Thank you for the great idea!

Thanks for the great mod. I'm excited to see what you can add. Stuff like the Shura council adds so much flavour, and I love them for roleplaying

I would suggest moving the cost of the Menagerie building from the province to the character and possibly reducing it somewhat to compensate; as is, people are incentivesed to put it in their poorest duchy, since county income can't go below zero.

If it instead directly takes monthly income from the owning character, the upkeep is a lot smoother. You could even add a bit of monthly province income from rich visitors.

I tested it out on my end and it seems to work as expected, but I don't know much about modding so there might be good reasons not to do it this way.

(The AI weight should probably be zero, if this method is used. Wouldn't want them to accidentally bankrupt themselves building menageries they can't afford.)
