Thanks for getting in touch. Sounds like some unknown error has occurred.
This is probably fixable though. I am assuming this last project you speak of was an option you chose from an event to look further into bouts of psychosis, an event that temporarily reduces pop happiness and amenities output on a single planet.
What is supposed to happen about 1 year after that is an event about a 'blockade'.
If this doesn't sound familiar, then here is how you can fix it (this works only if iron-man mode is disabled):
Select a random inhabited planet you own and control (preferably not the capital), opening the planet view screen and type the following command in the console:
event abyssalsecrets.20
That should do it! Let me know if you have any further issues.
