You may also need to edit the block group config file in case there's a limit set there as well.
Make sure you're editing the CV solar panels not the BA solar panels.
But the game may override your updates so best to use a local scenario and then start a new save game using that local version instead.
default location is:
Steam\steamapps\workshop\content\383120\2550354956\Content\Configuration
Be sure to back up any files you intend to modify before making changes!
you will need to find the following entries and edit the max count for each:
Block Name: CVSmallSolarPanelBlocks
Block Name: CVSmallSolarPanelSloped1
Block Name: CVLargeSolarPanelBlocks
Block Name: CVLargeSolarPanelSloped
(I recommend using the search function to find them, they are near the bottom of the file)
I don't usually mod these, so you may need to tweak the settings and make sure they work as intended, but its pretty straightforward. For testing, I suggest making a temporary new game using the scenario in creative or using console commands to spawn in a CV and make sure you can put the desired amount of solar panels on it.
Once you confirm everything works as intended, you can load your original save.
I also strongly recommend making a local copy of the scenario as suggested by ravien. (I believe he has a guide that covers the details). Otherwise, you will need to make the changes every time the scenario updates
