I played RE for the first time three days ago, there is a lot of content and POIs, but the systems are still really empty, by that I mean the missing ships flying around, was that a BUG or is that still the case at the moment?
the other is that the POIs don't shoot, you can look at them all without hoping for an attack, in the other RE everything is done a little better.

Sounds like AI was disabled. Reload the game from windows desktop, or use the command ai on to fix it.
