Has Build 86 actually been pushed?

My loading screen and player inventory both still show 85, and I don't see any files newer than April.

I'm looking at the workshop files in steamapps\workshop\content\383120\2550354956 and loading a single player game that is using the workshop scenario, not an offline copy for servers.

I do see the "updated date" on the workshop page, but I don't see any changes in my local files. Is there a particular file I can verify a change in, or is there a way to force steam workshop to update?
