Water filled barrel, how to activate?

Hi everyone,
We have a Water filled barrel under Rustic Furn. tab. It says "a barrel filled with water to clean oneself or the surroundings". But when I build it, it says Comfort: +0.05 (inactivate).
How can we make it active? How do we suppose to use it?

i dont know about comfort/inactive, but when i build a water barrel it automatically +cleanliness to the room
