I'd say: go for it.
And keeping Sandbox division untouched sounds very sensible. I think Sandbox division is the most attractive part of your great mod.
The General makes a good point. Most decks needs about 5 cards of infantry to be functional, so maybe dividing the "unlock" slot into two might be a good idea for that tab. So instead of 6 points and then a 1 point, it costs 3 points and 4 points, then goes down to 1 or 2.
Other tabs can generally do with only a few picks, but infantry does need a certain minimum.
