GitHub will not work if you try to download via the in-game Steam browser. You'd need to use the link through an actual browser (like Chrome or Firefox). Also, downloading may not be possible if your browser is too outdated.
Near the top is a green-colored "Code" button. Click the Code button to get a drop-down menu. Then click the "Download ZIP" option at the bottom of this menu. Inside the "BabiesAndChildren-main.zip" file you've downloaded is a "BabiesAndChildren-main" folder. You'll want to extract or un-zip this folder to this location:
{Steam location} \Steam\steamapps\common\RimWorld\Mods\
For most Windows players, {Steam location} would be "C:\Program Files".
Now, inside RimWorld, you'll need to click on the "Mods" button. Then you scroll through your mod list, looking for "Babies And Children" and click the red "X" on the right to turn it into a green check-mark to activate it.
Finally, click the {Close} button and RimWorld will restart with your mods activated.
BTW: I'm not sure load order matters much. But you'd definitely want it lower than "Harmony" and "HugsLib", which are required mod libraries for this to work...
...You did remember to subscribe/install and activate Harmony and HugsLib, right? And some people may forget that Harmony should always be at the very TOP of your mod list. It even belongs above RimWorld's "Core".

BTW: Normally, when downloading something from GitHub, you'd only want to get the latest download from the "Releases" section. However, in this case, the mod author did not create a "Releases" section or make and official GitHub release for this mod. (Well, this is a pre-release, unofficial update.)
